Problems in the Brazilian semi-arid region result not only from water scarcity, but also from the absence or inadequate water governance. The study of this governance has intensified, seeking to define ways to mitigate unwanted effects and understand dynamics of functioning of water systems. This article aims to analyze the governance of the water system composed by the Engenheiro Avidos and Sao Goncalo reservoirs, located in the Pianco-Piranhas-Acu River Basin, in the semi-arid region of Paraiba. This area has complexities in terms of its institutional aspects, such as the dual ownership of the rivers (Union and State). For the development of the study, the robustness framework was used as a heuristic analysis tool. The elements that make up the water system were characterized: users, institutional aspects and its operating dynamics. So it was possible to identify positive and negative points. The research concludes that, despite some improvements being necessary, the system presents robustness in its governance.
