发布时间:2013-12-16 Department of Scientific Innovation and Technology UKWASHINGTON – Building on President Obama’s Climate Action Plan to continue America’s leadership in clean energy innovation, the Energy Department today announced an award to NuScale Power LLC to support a new project to design, certify and help commercialize innovative small modular reactors (SMRs) in the United States. This award follows a funding opportunity announcement in March 2013. View a new Energy Department infographic on small modular reactors and their potential to provide clean, safe and cost-effective nuclear energy. “Small modular reactors represent a new generation of safe, reliable, low-carbon nuclear energy technology and provide a strong opportunity for America to lead this emerging global industry,” said Energy Secretary Ernest Moniz. “The Energy Department is committed to strengthening nuclear energy’s continuing important role in America’s low carbon future, and new technologies like small modular reactors will help ensure our continued leadership in the safe, secure and efficient use of nuclear power worldwide.” This project represents a significant investment in first-of-a-kind engineering and design certification for small modular reactors in the United States. Through a five-year cost-share agreement, the Energy Department will invest up to half of the total project cost, with the project’s industry partners matching this investment by at least one-to-one. The specific total will be negotiated between the Energy Department and NuScale and will be derived from the total $452 million identified for the Department’s Small Modular Reactor Licensing Technical Support program. The Energy Department investment will help NuScale obtain Nuclear Regulatory Commission design certification and achieve commercial operation around 2025, while providing innovative and effective solutions for enhanced reactor safety, operations and performance. The Energy Department’s cooperative agreements require that the reactors be built domestically – strengthening American manufacturing capabilities and creating important export opportunities for the United States. The project will be based in Oregon and will support additional suppliers and operations in California, Idaho, Washington, Pennsylvania, South Carolina, Virginia, Kansas, Texas and Maryland. Small modular reactors – which are approximately one-third the size of current nuclear power plants – have compact, scalable designs that are expected to offer a host of safety, construction and economic benefits. The Energy Department is seeking small modular reactor designs that can be made in factories and transported to sites where they would be ready for installation upon arrival. The smaller size could reduce both capital costs and construction times – helping to provide U.S. utilities with more nuclear energy options and support new low-carbon capacity for small electric grids and locations that cannot support the traditional large reactor designs. 发布时间:2013-12-10 International Renewable Energy AgencyOctober ethanol shipments totaled 53.1 million gallons (mg), down 2% from September but above the year-to-date average according to recently released government data. Canada was again the top destination (receiving 57% of U.S. exports), followed by the United Arab Emirates (UAE) and the Philippines. Year-to-date U.S. exports through October stood at 472.7 mg, implying an annualized total of 567.2 mg. Meanwhile U.S. ethanol imports in October trickled in at the lowest level in 18 months, totaling just 13.1 mg. As a result, the U.S. saw its widest margin of net exports since May 2012. Exports of denatured ethanol for fuel use remained generally flat from September at 36.1 mg. Exports of denatured product to Canada totaled 25.1 mg (69% of total) while the UAE nabbed 7.0 mg (19%). Peru (1.7 mg) and first-time importer Tunisia (1.6 mg) captured most of the remaining share of U.S. denatured product. Undenatured fuel ethanol exports totaled 14.6 mg, a 13% decrease from September (16.7 mg). The Philippines was again the top customer for undenatured product in October (4.8 mg), followed by Sweden (3.4 mg), Norway (3.2 mg) and Mexico (2.2 mg). Denatured and undenatured ethanol exports for non-fuel, non-beverage use vaulted to 2.3 mg – the highest in over a year – with Mexico alone importing 1.6 mg of undenatured product for non-fuel use in October. Ethanol imports fell 71% from September, as Brazil shipped 13.1 mg to the U.S., while Sweden sent a scant 505 gallons of undenatured ethanol. Year-to-date imports through October totaled 387.6 mg, implying an annual total of 465.1 mg. Year-to-date, the U.S. has been a net exporter of 85.1 mg in 2013. By comparison, net exports for January-October 2012 were 254.2 mg. Exports of distillers dried grains (DDG) – the animal feed co-product manufactured by dry mill ethanol plants – climbed 19% from September to 935,370 metric tons (mt), the second highest volume in over two years. China was again the leading destination, receiving 566,954 mt (61% of total U.S. DDG exports). Mexico (159,862 mt), Canada (29,521mt), South Korea (23,335 mt) and Ireland (21,999 mt) rounded out the top five partners. Year-to-date DDG exports stood at 7.64 million mt through October, implying an annualized total of 9.17 mmt that would topple the 2010 DDG export record.

Importantly, ethanol, to be used as a motor fuel, must be flammable, which means safety must be a top priority in all aspects of production, transportation and handling. RFA has developed premier resources covering numerous aspects of ethanol and safety; these resources are published for everyone to use and free of charge. But for now, let's just focus on one area important to the industry: rail transport of ethanol. We have been watching with a careful eye – rightly so in some aspects – the crude oil train derailment in Quebec; what a horrible accident. Ethanol's rail transport safety record tallies 99.99% of shipments arriving safely every day. Ethanol is less hazardous and less toxic to humans and the environment, and ethanol incident impacts on the environment are markedly less damaging. In fact, in most cases ethanol is left to biodegrade in water and soil naturally. Some of the best work we do at RFA is focused on safety. We put a constant emphasis on improving the safety of ethanol rail transport. Our current efforts include: RFA is the guiding force behind the Ethanol Emergency Response Coalition, a voluntary industry/ government group developing safety and emergency response information for the first response community specifically focused on ethanol incident training. We support the www.EthanolResponse.com website as the holy grail of ethanol safety and emergency information. RFA is a national sponsor of TRANSCAER; TRANSCAER stands for Transportation Community Awareness and Emergency Response. This is a voluntary national group that assists communities to prepare for and to respond to a possible hazardous material incident. We, as a hazardous material community, come together to build resources for communities that have hazmat transportation. We partner with industries such as Class I Railroads, Trucking Companies and other hazardous material manufacturers. This group is widely successful in offering FREE training and other educational resources. TRANSCAER's website is: http://www.transcaer.com/ RFA has been successful at securing government grants to further our work; we have received three major grants which helped us hold Ethanol Safety Seminars all over the U.S. Special thanks goes out to the U.S. Department of Energy and Department of Transportation. RFA has also received a grant from DOT to develop safety information regarding the proper securement of the DOT 111A style railcar, the most common classification of railcar used for ethanol transport. RFA's effort culminated in the creation of "Guidelines for Hinged and Bolted Manway Assembly." Industry experts from Watco Industries, VSP Technologies and Salco Products were essential for this guide. The manway guide lead to additional training and educational resources for ethanol shippers. This information has been consolidated into a Poster and Brochure to provide visual training support. RFA's Plant and Employee Safety Committee also focuses on safe rail transport, sharing best practices and technical information leading to constant safety improvements. RFA also participates in the Association of American Railroad's Tank Car Committee and many government led efforts on hazmat, rail transport. 发布时间:2013-12-02 Renewable Fuels AssociationPress Release “The Energy Policy Research Group (EPRG), a joint research centre based in Cambridge Judge Business School and the Faculty of Economics at the University of Cambridge recently received £190,000 as a donation from the Enel Foundation to support a two-year research project on “Zero Subsidy Scenarios and International Natural Gas Markets”. The project runs from the 1st of October 2013 until the 30th of September 2015. The overall objective of this research project is to understand: (i) the role of energy subsidies in the European electricity sector, and (ii) the role of natural gas in the European electricity generation mix under different energy market and policy scenarios. Together, the two elements of the project combine to address the complex interactions between different stakeholders in the electricity, natural gas and carbon markets. The project is timely as the outputs will feed in to ongoing debates within the European Union over the fate of existing subsidy regimes and the overarching climate and energy objectives for 2030. The expected output from this project is publications in leading academic journals on the subject of energy economics, policy and management. During the project we also expect to contribute to the energy policy debate in major European capitals by publishing short policy briefs on the topics related to this research project as well as policy consultation papers where and when necessary. The project is led by Dr. David Reiner, Senior Lecturer in Technology Policy at Cambridge Judge Business School and Assistant Director of EPRG. As it becomes less and less likely that the emissions gap will be closed by 2020, the world will have to rely on more difficult, costlier and riskier means after 2020 of keeping global average temperature increase below 2°C. If the emissions gap is not closed, or significantly narrowed, by 2020, the door to many options limiting the temperature increase to 1.5°C at the end of this century will be closed.
