И всё это происходит под воздействием тех технологических решений, которые вызревали в течение последних 10 лет. Мы видим, как на наших глазах меняется контур того, что мы раньше называли воспроизводственной сферой. Это касается и цифровых технологий, прежде всего искусственного интеллекта, касается квантовых вычислений и квантовых коммуникаций, производства новых материалов, так называемого тяжёлого программного обеспечения и микроэлектроники, которые меняют производственные процессы в реальном секторе экономики. Можно с уверенностью сказать, что через 10–15 лет мировое лидерство будет основываться на сквозных технологиях. Россия отвечает на этот вызов, стратегический вызов. Подписание соглашений по реализации “дорожных карт” – это обязательство цифровых компаний и государства к определённым временным точкам вывести на рынок конкурентоспособную высокотехнологичную продукцию, которая основана на сквозных технологиях», – подчеркнул Андрей Белоусов. Дмитрий Чернышенко отметил: «По ряду направлений “дорожных карт” наша страна уже имеет серьёзные успехи. По направлению квантовых вычислений Россия входит в топ-5 стран-лидеров. У нас есть собственные операционные системы и технологически независимые СУБД, мессенджеры, антивирусное ПО и ПО для обеспечения информационной безопасности. Эти решения обладают высоким экспортным потенциалом. С 2023 года мы начнём получать первые результаты реализации “дорожных карт”, которые окажут позитивный эффект на прорывное развитие высокотехнологичных направлений. Мы также ожидаем появления новых профессий и рабочих мест – уже через несколько лет станут востребованы специалисты в сфере квантовых коммуникаций, инженеры сетей связи новых поколений, разработчики систем квантового шифрования и других. Были подписаны соглашения по пяти дорожным картам ВТН. По дорожной карте «Современные и перспективные сети мобильной связи» одним из подписантов стала госкорпорация «Ростех». «Разработка и производство отечественного оборудования для мобильной связи является комплексным проектом национального масштаба. Его реализация требует консолидации всех участников отрасли. С этой целью расширяется состав участников соглашения и в процесс реализации “дорожной карты” вовлекаются новые разработчики. В части производственного процесса в зоне ответственности “КНС Групп” будет находиться оборудование связи для операторов сотовой связи, в зоне ответственности “Ростеха” – оборудование связи для ведомственных и частных сетей. Партнёрский подход ускорит реализацию мероприятий “дорожной карты” и поможет решить поставленные государством задачи», – отметил генеральный директор госкорпорации «Ростех» Сергей Чемезов. По «дорожной карте» «Новое индустриальное программное обеспечение» одной из компаний-подписантов стала госкорпорация «Росатом». «Развитие нового индустриального ПО как одного из приоритетных высокотехнологичных направлений – это вопрос обеспечения технологической независимости страны и одновременно вопрос повышения конкурентоспособности российских решений в области инженерного ПО и промышленных предприятий на перспективу. Именно поэтому в рамках реализации подписанного с Правительством Российской Федерации соглашения о намерениях мы сконцентрируемся не только на текущем импортозамещении цифровых технологий, но и на координации усилий IT-разработчиков с индустриальными заказчиками в интересах стратегического развития промышленности. По итогам подписания были заключены соглашения по пяти «дорожным картам». По словам Дмитрия Чернышенко, уже в 2023 году будут получены первые результаты их реализации. ● «Современные и перспективные сети мобильной связи» В 2023 году начнутся плановые работы по импортозамещению сетей связи четвёртого поколения. Будет обеспечиваться технологический суверенитет, но в то же время продолжатся работы по НИР и разработке оборудования, ПО перспективных поколений связи. Пятое поколение – это работа над оборудованием, шестое – научно-исследовательские работы. ● «Новое индустриальное программное обеспечение» В 2023 году будут реализованы 26 проектов по направлениям CAD, SPDM, DSS. По 74 проектам реализация завершится в 2024 году. Также к 2024 году запланировано существенное наращивание функционала тяжёлого промышленного ПО и его внедрение на ведущих российских предприятиях. ● «Квантовые коммуникации» В целях достижения основного целевого показателя «дорожной карты» по протяжённости квантовых сетей будет обеспечено создание более 2,5 тыс. км сети в 2023 году и более 7 тыс. км – в 2024 году. ● «Квантовые вычисления» Более 5 тыс. работ будет выполнено на облачной платформе в 2023 году с увеличением до 7 тыс. к 2025 году. ● «Новое общесистемное программное обеспечение» В 2023 году будут реализованы 14 проектов по таким направлениям, как: коммуникационные сервисы, мультимедийное ПО, офисное программное обеспечение, операционные системы, системы управления базами данных, средства защиты информации и управление IT-инфраструктурой. EPA and Army Finalize Rule Establishing Definition of WOTUS and Restoring Fundamental Water Protections December 30, 2022 Contact Information EPA Press Office ( press@epa.gov) WASHINGTON – Today, the U.S. Environmental Protection Agency (EPA) and the U.S. Department of the Army (the agencies) announced a final rule establishing a durable definition of “waters of the United States” (WOTUS) to reduce uncertainty from changing regulatory definitions, protect people’s health, and support economic opportunity. The final rule restores essential water protections that were in place prior to 2015 under the Clean Water Act for traditional navigable waters, the territorial seas, interstate waters, as well as upstream water resources that significantly affect those waters. As a result, this action will strengthen fundamental protections for waters that are sources of drinking water while supporting agriculture, local economies, and downstream communities. “When Congress passed the Clean Water Act 50 years ago, it recognized that protecting our waters is essential to ensuring healthy communities and a thriving economy,” said EPA Administrator Michael S. Regan. “Following extensive stakeholder engagement, and building on what we’ve learned from previous rules, EPA is working to deliver a durable definition of WOTUS that safeguards our nation’s waters, strengthens economic opportunity, and protects people’s health while providing greater certainty for farmers, ranchers, and landowners.” “This final rule recognizes the essential role of the nation’s water resources in communities across the nation,” said Assistant Secretary of the Army for Civil Works Michael L. Connor. “The rule’s clear and supportable definition of waters of the United States will allow for more efficient and effective implementation and provide the clarity long desired by farmers, industry, environmental organizations, and other stakeholders.” This rule establishes a durable definition of “waters of the United States” that is grounded in the authority provided by Congress in the Clean Water Act, the best available science, and extensive implementation experience stewarding the nation’s waters. The rule returns to a reasonable and familiar framework founded on the pre-2015 definition with updates to reflect existing Supreme Court decisions, the latest science, and the agencies’ technical expertise. It establishes limits that appropriately draw the boundary of waters subject to federal protection. The final rule restores fundamental protections so that the nation will be closer to achieving Congress’ goal in the Clean Water Act that American waters be fishable and swimmable, and above all, protective of public health. It will also ensure that the nation’s waters support recreation, wildlife, and agricultural activity, which is fundamental to the American economy. The final rule will cover those waters that Congress fundamentally sought to protect in the Clean Water Act—traditional navigable waters, the territorial seas, interstate waters, as well as upstream water resources that significantly affect those waters. More information, including a pre-publication version of the Federal Register notice and fact sheets, is available at EPA’s “Waters of the United States” website. Accompanying the issuance of the final rule, the agencies are also releasing several resources to support clear and effective implementation in communities across America. Today, a summary of 10 regional roundtables was released that synthesizes key actions the agencies will take to enhance and improve implementation of “waters of the United States.” These actions were recommendations provided during the 10 regional roundtables where the agencies heard directly from communities on what is working well from an implementation perspective and where there are opportunities for improvement. The roundtables focused on the geographic similarities and differences across regions and provided site specific feedback about the way the scope of “waters of the United States” has been implemented by the agencies. Today, the agencies are also taking action to improve federal coordination in the ongoing implementation of “waters of the United States.” First, EPA and Army are issuing a joint coordination memo to ensure the accuracy and consistency of jurisdictional determinations under this final rule. Second, the agencies are issuing a memo with U.S. Department of Agriculture to provide clarity on the agencies’ programs under the Clean Water Act and Food Security Act. Background On June 9, 2021, EPA and the Department of the Army announced their intent to revise the definition of “waters of the United States” to better protect our nation’s vital water resources that support public health, environmental protection, agricultural activity, and economic growth. On Nov. 18, 2021, the agencies announced the signing of a proposed rule revising the definition of “waters of the United States.” The Clean Water Act prohibits the discharge of pollutants from a point source into “navigable waters” unless otherwise authorized under the Act. “Navigable waters” are defined in the Act as “the waters of the United States, including the territorial seas.” Thus, “waters of the United States” is a threshold term establishing the geographic scope of federal jurisdiction under the Clean Water Act. The term “waters of the United States” is not defined by the Act but has been defined by the agencies in regulations since the 1970s and jointly implemented in the agencies’ respective programmatic activities

Households without direct debits to receive a voucher for £600 to help with their energy bills, starting to be issued from mid-January around 500,000 customers on standard credit and prepayment customers will receive a voucher from their supplier they will need to redeem this at a Post Office and take all relevant ID and documentation this comes in addition to the Energy Price Guarantee which is already limiting the amount suppliers can charge consumers in Northern Ireland for their energy The UK government today (Friday 30 December) sets out how around 500,000 households in Northern Ireland will receive support with their energy bills, with new vouchers starting to be issued from mid-January. On Monday 19 December the UK government announced all households across Northern Ireland will receive a single £600 payment, consisting of £400 through the Energy Bills Support Scheme Northern Ireland (EBSS NI) and the £200 Alternative Fuel Payment (AFP). Energy and Climate Minister Graham Stuart today confirmed that for customers on standard credit schemes without direct debits set up, and those on prepayment (keypad) meters, this will take the form of vouchers, with the most vulnerable customers getting priority access. Standard Credit customers need to ensure their supplier has the correct name of the accountholder. Keypad customers will receive a voucher from their supplier addressed to the occupier of their property, and need to bring their keypad card or app to the Post Office to redeem the voucher, either by depositing it in a bank or credit union, or where needed as cash. Customers with a direct debit arrangement with their energy supplier will receive the payment directly to their bank account and will not be provided with vouchers. Vouchers will start to be issued from mid-January, with every eligible customer receiving them in time to feel the benefit this winter. It comes on top of the Energy Price Guarantee which has so far saved each household in Northern Ireland using electricity around £65 and a further £75 for those using gas. Energy and Climate Minister Graham Stuart said: We are determined to ensure that whatever their circumstances, every customer in Northern Ireland gets the support they are entitled to. Those without direct debits set up, and those on prepayment meters, will from January start to get these important vouchers which will provide vital help with their bills. Those already paying by direct debit will get the support straight into their bank accounts. I would urge those customers getting vouchers to look out for them, and to use them swiftly so they can benefit, and see the impact on their bills as soon as possible. Welcoming the detail, Secretary of State Chris Heaton-Harris said: This is welcome news for many Northern Ireland households who do not pay for their electricity via direct debit and I hope provides further reassurance as we enter the new year. I appreciate the hard work from officials and NI stakeholders to overcome the difficulties presented by NI’s energy market, and the absence of the NI Executive, to ensure NI households receive this much needed support this winter. While today’s news should give peace of mind to customers in Northern Ireland, Mr Stuart also urged them to beware scams which the government is already aware are being attempted. He warned customers that vouchers will come in the form of letters, will carry badges of the relevant electricity supplier and the UK government, and will contain a barcode. Customers will not be asked to go online or to provide any details. The easiest way people can redeem their voucher will be paying the money directly into their bank account by taking their bank card to the Post Office and requesting to deposit. For those without a bank or credit union account, going to the Post Office and redeeming for cash will be an option – but that will be subject to the branch having the cash available. Nick Read, Chief Executive at the Post Office, said: Our 500 Post Offices across Northern Ireland are at the heart of their communities and Postmasters are preparing for the vital role they will play in getting people the £600 support they are entitled to from mid-January. It’s vital that anyone who doesn’t pay for their energy usage by direct debit, or have a prepaid meter, looks out for their voucher in the post. Before coming to the Post Office, make sure to bring your letter, the correct proof of address and photo identification as this will speed things up in branch. We know how difficult the rising cost of energy has been for many. In Great Britain, we are administering the Energy Bill Support Scheme on behalf of six energy providers and each week hundreds of thousands of people are coming into our branches to get cash support. Our ability to move cash around the whole country is a national infrastructure asset and we will be using our experience to deliver this payment to people in Northern Ireland. Notes to editors Voucher holders will need to take the voucher, the letter from their supplier issued with their voucher and proof of address to the Post Office to redeem their voucher. Proof of address needs to be dated before 2 January 2023 to be valid. If depositing into their bank account, customers will need to take their bank card or account information with them to the Post Office. If redeeming for cash, photo ID will be required. Names will need to be consistent across all identity documents. The following photographic ID will be accepted: valid passport valid UK or EU / EEA photo driving licence Armed Forces ID card or Police Warrant card Northern Ireland Electoral Identity Card Translink SmartPass (Senior / 60+ / War Disabled / Blind Person) Asylum ID card Keypad customers need to bring their keypad app or top up card, in addition to the voucher, proof of address and photo ID. Vouchers will be valid until 31 March 2023. They can be reissued if lost, but customers are urged to redeem them as soon as possible. No application is necessary. Suppliers will be providing vouchers automatically to all their customers. Standard credit customers may need to take action to ensure their supplier has the correct details for the accountholder.
