Statement from President Joe Biden on the Passing of former Congresswoman Eddie Bernice Johnson [科技资讯]

Eddie Bernice Johnson was a dedicated nurse, state legislator, and longtime U.S. congresswoman with immense courage and a commitment to the promise of America. She had unwavering dedication to the people of North Texas. She and I worked together throughout her 30 years in Congress, and I’ve always been grateful for her friendship and partnership. Eddie Bernice turned a childhood dream to work in medicine into a lifetime of service, fighting to get millions of Americans access to healthcare, education, and opportunity. Early on, as the chief psychiatric nurse at the Veterans Administration in Dallas, she helped our nation to fulfill its most sacred obligation, to care for the troops we sent into harm’s way when they’re home. And in the Texas statehouse and then over 30 years as the first Black American elected to Congress from Dallas, she fought to expand civil rights, to create jobs, to combat the climate crisis, and much more. Recently, her leadership was crucial in passing our Bipartisan Infrastructure Law and CHIPS and Science Act in 2022, creating tens of thousands of good-paying jobs and making sure America leads the industries of the future. Throughout her life, and as the former chair of the Congressional Black Caucus, she was an icon and mentor to generations of public servants, through whom her legacy of resilience and purpose will endure. Jill and I send our love to her family, including her son Kirk and her grandchildren Kirk Jr, David, and James; to her many friends; and to the people of Texas’ 30th Congressional District, who were so fortunate to have her as their champion for so long.

English Sparkling Wine makers raise a glass to new opportunities [科技资讯]

A vineyard in the North Downs in south east England On the eve of New Year reforms for the wine industry, Environment Secretary Steve Barclay today welcomed the scrapping of outdated rules inherited from the EU. The reforms made possible by leaving the EU will uncork innovation, encourage sustainable practices and reduce burdens for businesses. In addition to the UK’s longstanding status as a global wine trading hub, with a wine market worth over £10 billion last year, England and Wales have a fast-growing winemaking industry. Now boasting almost 900 vineyards, hectares under vine in the UK have more than quadrupled since 2000. Viticulture – the cultivation and harvesting of grapes – is now Britain’s fastest-growing agricultural sector, employing around 2,300 people full time with a predicted 50% growth in jobs by 2025. WineGB also reports 2023 is Great Britain’s largest-ever grape harvest, expected to produce an estimated 20-22m bottles and over 50% bigger on Britain’s previous record year in 2018. Benefiting from perfect growing conditions in the south of England, English Sparkling Wine has seen a surge in popularity in recent years with 8.3 million bottles produced last year. The home-grown fizz is expected to be a popular choice for Brits to see in the New Year. From tomorrow (1 January 2024), makers of English Sparkling Wine will no longer have to use mushroom-shaped stoppers and foil covers on bottlenecks, giving producers the choice to opt for simpler packaging to reduce both waste and costs. Restrictions will also be scrapped on the making and selling of piquette - a lower-alcohol drink dating back to antiquity, made by extracting the remaining goodness from grapes left over after winemaking. This gives producers the option to create new income streams and tap into consumer demand for lower-alcohol drinks. In a move welcomed by wine traders, the government will also remove the requirement for imported wines to have an importer address on the label, reducing administrative burdens for businesses. Environment Secretary Steve Barclay said: Our departure from the EU gives us the opportunity to review and scrap outdated and burdensome rules that have been holding back our wine sector. The reforms we’re introducing tomorrow will help our wine producers and traders become more profitable, dynamic, and sustainable – while freeing them from pointless red tape. Looking ahead to 2024, I’m committed to this government continuing to support our world-class winemakers, vineyards and traders to grow and innovate. Nicola Bates, CEO of WineGB, the trade association for Great British vineyard and wine producers, said: We welcome the additional choice that comes from this first phase of actions from the wine reform consultation. There will be producers who are keen to take advantage of all and every option to reduce materials on bottles, so we can expect to see fewer foils on sparkling allowing you to celebrate that bit faster, and with an environmental benefit. We look forward to working with Government and the Defra team on future consultations, and am sure they will be as constructive as those now being implemented. New restrictions on the XL Bully dogs are now in force (31 December) making it a legal requirement for all XL Bully dogs to be kept on a lead and muzzled when in public. It is also illegal to breed, sell, advertise, gift, exchange, abandon or let XL Bully dogs stray from today. The decision to ban XL Bully dogs was made following a concerning rise in attacks from these dangerous dogs, with 23 people sadly losing their lives after vicious dog attacks in the last three years. XL Bullies have been involved in many of these tragic deaths. Owners are also being urged to apply to register their current XL Bully dogs, as the Government takes action to safely manage the existing population of the breed. There is only a month left to meet the deadline when the ban comes into force on 1 February. Owning an unregistered dog after this date will be a criminal offence, with owners who don’t facing a criminal record and an unlimited fine. Owners who do not want to keep their dogs after this date should take them to a vet to have them put down. If owners are unsure whether their dog could be classed as an XL Bully, they should check their dog carefully against our guidance and photo examples of XL Bully dogs to help them decide. We have met that pledge - it is now a legal requirement for XL Bully dogs to be muzzled and on a lead in public. All XL Bully owners are expected to comply with the law and we will continue to work closely with the police, canine and veterinary experts, and animal welfare groups, with further restrictions on XL Bully dogs coming into force on 1 February. The Government has taken a staggered approach to safely manage the existing population of XL Bully dogs, while ultimately banning the breed. On the 31 October, XL Bully dogs were added to the Dangerous Dogs Act, with owners given two months to prepare for the first stage of the ban. Since the 3 December [today], it is illegal to breed, sell, advertise, gift, exchange, abandon or let XL Bully dogs stray. All XL Bully dogs must also be kept on a lead and muzzled when in public. From 1st February all XL Bully dogs which must be registered. From 30 June, XL Bully dogs over 1 year old must be neutered, this is extended until the 31 December for younger dogs. Правительство продлило временный запрет на вывоз риса и рисовой крупы и утвердило квоты на беспошлинный вывоз зерновых, подсолнечного масла и шрота из новых регионов в 2024 году [科技资讯]

В России продлевается временный запрет на вывоз риса и рисовой крупы. Постановление об этом подписано. Ограничение будет действовать до 30 июня 2024 года. Решение принято для поддержания стабильности на внутреннем рынке. Для запрета на вывоз риса и рисовой крупы предусмотрен ряд исключений. Так, он не будет распространяться на поставки этой продукции в государства – члены Евразийского экономического союза, а также Абхазию и Южную Осетию. Кроме того, рис и рисовую крупу можно будет отправлять за рубеж для оказания гуманитарной помощи, а также в рамках международных транзитных перевозок. Временный запрет вывоза риса и рисовой крупы был введён в 2023 году по решению подкомиссии по таможенно-тарифному и нетарифному регулированию, защитным мерам во внешней торговле Правительственной комиссии по экономическому развитию и интеграции. Ещё одним постановлением Правительство установило тарифные квоты на беспошлинный вывоз из Донецкой и Луганской народных республик, а также Запорожской и Херсонской областей зерновых культур, подсолнечного масла и подсолнечного шрота. Согласно подписанному постановлению, с 1 января 2024 года квота на экспорт зерновых культур (пшеница и меслин, ячмень, кукуруза) составит 2,1 млн т, на экспорт подсолнечного масла – 106,5 тыс. т, подсолнечного шрота – 140,9 тыс. т. Квоты будут действовать до 31 декабря 2024 года. Решение принято с учётом достаточной обеспеченности внутреннего рынка такой продукцией и позволит поддержать производителей из новых регионов, так как они смогут осуществить дополнительные поставки своей продукции за рубеж. Денис Мантуров провёл итоговое в 2023 году заседание набсовета Мурманского арктического университета [科技资讯]

Под председательством Заместителя Председателя Правительства – Министра промышленности и торговли Дениса Мантурова состоялось итоговое в 2023 году заседание наблюдательного совета ФГАОУ ВО «Мурманский арктический университет». Участники заседания обсудили вопрос создания Инжинирингового центра биотехнологий и прототипирования на базе вуза. Деятельность центра будет направлена на разработку комплектующих в трёх приоритетных направлениях: биотехнологии, специализированное оборудование для морских судов и оборудование для хранения и переработки биоресурсов. По итогам обсуждения принято решение о направлении вузом в следующем году заявки на получение федерального гранта для реализации проекта инжинирингового центра. Кроме того, в рамках наблюдательного совета было уделено внимание и другому актуальному вопросу: наличие разрешения у вуза распоряжаться федеральным имуществом для организации дополнительных точек питания на территории кампуса. Все члены набсовета также поддержали это предложение.
