Image Call to action will advance America’s space dominance in the race against China WASHINGTON, D.C. — U.S. Transportation Secretary Sean P. Duffy announced that the Federal Aviation Administration (FAA) is launching two new initiatives to ensure continued American dominance in the global commercial space transportation industry. What we’re doing: The FAA is asking the public and industry for ideas on two big issues: where the U.S. should build new spaceports, and how it should set aside “priority airspace” for important space-launch routes. These initiatives support President Trump’s Executive Order Ensuring American Space Superiority and his 2026 National Space Transportation Policy. Why it matters: The U.S. was responsible for 217 of the 329 commercial space launches worldwide in 2025 and we expect to see that number will soar to 10,000 FAA-licensed launches and reentries a year by 2035. Right now, 83 percent of launches come from just three sites: Cape Canaveral Space Force Station and Kennedy Space Center in Florida, and Vandenberg Space Force Base in California. Increased launch and reentry demand will require more sites to provide more capacity. “America’s commercial space industry is driving innovation, strengthening our national security, creating high-paying jobs, and expanding economic opportunity across the country,” said U.S. Transportation Secretary Sean P. Key factors include safety, geography, access to roads and utilities, ability to launch over open water, limited overflight of other countries, and room for future growth. Why some existing commercial spaceports are underused and what the government could do to make them more useful. Previously discussed locations, including sites in Florida, Georgia, Puerto Rico, and offshore launch platforms, as well as any other possible locations. How “critical space launch corridors” in airspace should work. The goal is to support faster, more frequent launches while minimizing disruption to regular air travel and maintaining safety. His California boondoggle has exploded in projected costs with estimates as high as $231 billion – nearly seven times higher than its initial cost. Gavin Newsom should take notes–this is how you properly invest hard-earned taxpayer dollars.” A DATA-DRIVEN APPROACH FRA placed a significant emphasis on targeting "high risk" crossings for closure and replacement, which are those with a documented accident history of 3 or more incidents and/or 2 or more fatal incidents during the last 5 years. Grade crossings—intersections where roads cross railroad tracks at-grade—is the second leading cause of rail-related deaths in the United States. Nationally, more than 2,000 incidents and 200 fatalities at grade crossings occur each year. The Trump Administration is also investing billions into Amtrak in anticipation of its ongoing efforts to reorganize the company’s management structure into three distinct entities, one of which would be focused on improving Amtrak's management of its fleet. This includes new investment to replace 40 to 50 year old equipment to enhance the travel experience for Amtrak customers. The new trainsets will also allow Amtrak to increase its seat availability – lowering ticket costs through the company’s dynamic pricing models. THE INVESTMENTS Across the country, forty-one projects received awards in 23 states including: $356 million for Florida DOT to perform good repair improvements at up to 910 highway-rail grade crossings across the State $2.5 million for the City of New Orleans in Louisiana to make critical repairs to 70-year-old platforms and canopies at the New Orleans Union Passenger Terminal $1.1 million for the City of Crete in Nebraska to examine eight existing at-grade crossings to determine what future infrastructure improvements might be needed $299 million for the North Carolina DOT to eliminate nine grade crossings, install double track segments, and engage in trespassing prevention efforts $40 million for the City of Fairfield in Ohio to close two at-grade rail crossings and create a new bridge over a of the CSX Cincinnati Terminal Subdivision. $189 million for the Texas DOT to eliminate nine crossings within the cities of Fort Worth, Dallas, and Terrell Texas and an additional $39 million for Hays County, Texas to construct a grade-separated bridge. Amtrak specific investments include $2.05 billion to acquire 43 Made-in-America trainsets to replace Amtrak’s aging fleet and $140 million to overhaul 41 locomotives currently serving Amtrak’s Midwest and Pacific routes. The Amtrak lines receiving new trainsets include: Adirondack, Blue Water, Carolinian, Cascades, D.C. to Newport News, D.C. to Norfolk, D.C. to Roanoke, Downeaster, Empire, Ethan Allen, Hartford Line, Hiawatha, Illini/Saluki, Illinois Zephyr, Keystone, Lincoln, Pennsylvanian, Pere Marquette, Piedmont, River Runner, and Wolverine routes. “The projects we announced today will help make our nation’s rail network much safer because now state DOT’s across America will have the funds they need to eliminate dangerous grade crossings across the nation,” said FRA Administrator David Fink. “FRA also collaborated with Amtrak over a two year period to determine how best to distribute these funds so passenger trains can run on time and freight isn’t delayed.” Additional Information: Projects were funded through the National Railroad Partnership Program (NRPP) which provides a federal funding opportunity to improve American passenger rail assets by funding projects that enhance safety, including grade crossing safety, or that reduce the state-of-good-repair backlog or otherwise improve performance. DCA is the sixth airport to receive a Surface Movement Radar Model 4 (SMR-4) and follows an installation at Newark Liberty International Airport (EWR) earlier this week. Duffy today announced that the Federal Motor Carrier Safety Administration (FMCSA) is moving to codify guidelines that enforce English Language Proficiency (ELP) requirements for commercial motor vehicle (CMV) drivers into a new rule. By turning this guideline into a codified rule, future administrations will not be able to weaken ELP requirements like the Obama administration did allowing unqualified drivers to remain on U.S. roads. Under the new standard, CMV drivers unable to sufficiently read or speak English or understand highway traffic signs and signals will be placed out-of-service. Secretary Duffy’s crackdown on dangerous drivers has already knocked more than 26,000 drivers off American roads for failing ELP tests. “Federal law is clear, drivers who can’t read or speak English—our national language—or understand road signs are unqualified to operate 80,000-pound big rigs on America’s highways. By making these commonsense English proficiency standards permanent, we are closing a dangerous loophole that has cost Americans their lives. The Trump Administration is committed to putting American families first and ensuring the safety of our roads,” said U.S. Transportation Secretary Sean P. Duffy. “When a driver can't read a 'Steep Grade,' 'Runaway Truck Ramp,' or 'Do Not Enter' sign, people die. This rulemaking codifies commonsense safety into law. Since reinvigorating strict ELP checks, we have already pulled over 26,000 unqualified drivers off the road. This rule ensures that roadside inspectors will always have the full force of federal regulation behind them to issue immediate out-of-service orders whenever an unqualified driver is detected,” said FMCSA Administrator Derek D. Barrs. Additional Information: Federal regulations on English proficiency standards have existed for commercial drivers since 1937. However, a 2016 policy introduced during the Obama Administration prohibited inspectors from placing drivers out-of-service solely for failing English proficiency evaluations. Instead, non-compliant drivers were merely issued minor administrative citations and allowed to keep driving on America’s roadways. Lowering these standards resulted in a steep drop in driver standards and led to fatal crashes in Florida and Colorado where investigations concluded drivers were unable to read English warning signs or communicate with law enforcement during routine inspections. The Department first reinstated this rule in April 2025 to coincide with a White House Executive Order to strengthen highway safety by ensuring that all commercial drivers are properly qualified and proficient in English, our national language. Key Elements of the Proposed Rulemaking: Cementing Commonsense Safety Rules: This proposed rule makes the inability to understand basic road signs or communicate with law enforcement an immediate out-of-service violation in federal regulations. Once finalized, it will prevent future administrations from quietly weakening these standards and putting American lives at risk. Strict Nationwide Enforcement: The proposed rule establishes a unified standard to ensure every state across the country applies the same strict out-of-service requirement for unqualified truck drivers. Closing the Border Loophole: The proposed rule takes decisive action to crack down on a dangerous loophole at the U.S.-Mexico border. Any driver who cannot sufficiently read or speak English will be stopped and placed out-of-service before exiting the border area and driving further into American communities. Duffy today rolled out the National Roadway Safety Strategy (NRSS) – a new interdepartmental plan to reduce traffic fatalities and injuries on our nation’s roadways. Thanks to President Trump and Secretary Duffy’s work over the last year and a half, traffic deaths have already fallen to record lows in 2025. “President Trump and I are committed to keeping American families safe on our roads. In the past year alone, we’ve partnered with law enforcement agencies to step up traffic enforcement, removed dangerous foreign truck drivers off the roads, and launched new educational campaigns on the dangers of distracted driving, drunk driving, and driving without a seat belt,” said U.S. Transportation Secretary Sean P. Duffy. “This new strategy builds on that progress by doubling down on our coordination with the police, enhancing our anti-congestion initiatives, and embracing automotive innovation to make our streets safer than ever.” This Strategy will make American roads safer for families, truckers, commuters, and construction workers by prioritizing three core objectives: Safer People: USDOT is doubling down on safety for families in rural, urban, and tribal communities. That means stronger support for transportation workers and first responders and a renewed commitment to law enforcement after the previous administration turned its back on them. Safer Roads: Through more innovative road design, targeted bottleneck relief, and cracking down on dangerous truck drivers, USDOT will keep traffic moving while reducing congestion and improve crash outcomes, including secondary crashes. Safer Vehicles: To ensure America stays a leader in vehicle safety, USDOT is modernizing safety standards, advancing a national automated vehicle strategy, and investing in tech to reduce preventable crashes. “Safety isn't just a priority at the Federal Highway Administration, it is the foundation of everything we do," said Federal Highway Administrator Sean McMaster.
