The theory of change (ToC) for the UNICEF Pacific's Climate Adaptation, Environment, Energy, Disaster Risk Reduction (CEED) works in Fiji, is an analysis of causal mechanisms, grounded on evidence and predicated on the logical deduction that UNICEF actions, in the Pacific contexts, and given identified assumptions, will lead to the expected outcomes of the UNICEF Pacific CEED Strategy 2023-2027. The CEED ToC was informed by two consultations with stakeholders and government counterparts in Fiji and Vanuatu, along with extensive desk review of relevant documents, literature and studies of the topic.
