Enhancing rural community engagement through palliative care networks: A scoping review
Palliative care is a crucial discipline that alleviates suffering and enhances the quality of life for patients with life-limiting illnesses and their families. However, there is gap globally between the need for and availability of these services. Integrated health service networks offer a promising solution to address this gap in rural areas, by coordinating care across different levels and sectors. This scoping review aimed at identifying the key characteristics of palliative care networks in rural communities. A broad search without time limits was conducted in four databases. Analysis and synthesis were conducted using Latent Dirichlet Allocation topic modeling. Sixteen studies were included, revealing four key themes regarding the development of palliative care networks in rural areas: community engagement is essential to secure the reach of rural networks, tailored approaches acknowledging diversity enrich these networks, team-centric efforts involving stakeholder coordination ensure successful implementation, and a multifaceted approach—empowering non-traditional stakeholders and incorporating technology resources into primary health services—dynamizes palliative care delivery in rural areas. These findings underscore the potential of collaborative and innovative approaches to enhance the accessibility and effectiveness of palliative care in underserved rural communities. Further cost-effectiveness studies are warranted to better understand the impact these strategies can have on health systems.

Colombia Country Strategy and Programme Evaluation
Overview This is the first country strategy and programme evaluation (CSPE) conducted by the Independent Office of Evaluation of IFAD in Colombia. The evaluation covers the period 2008-2022. The CSPE found that although Colombia has made great progress in poverty reduction, the most remote rural areas continue to register higher rates of poverty and inequality. The country made significant progress to overcome the armed conflicts of the past through a peace process that addresses inequality and lack of attention to agriculture. IFAD-supported interventions supported the introduction of innovative approaches to increase access to assets and diversify the initiatives of small-scale producers and entrepreneurs, targeting the most excluded rural actors. The most successful results were achieved in restoring social networks and cohesion, raising incomes and building local capacities for resilience and associative management. The CSPE also highlighted sustainability challenges as local initiatives were not backed up with an adequate territorial approach to maximize impact. In addition, there were a lack of synergies and partnerships with public institutions, local governments and private actors. For the future, the evaluation recommends, among other things, channelling a larger portfolio of resources into expanding and revitalizing IFAD’s country strategy and programme. This implies actions such as agreeing on a new cooperation agenda with the Government, and defining innovative strategies for capacity development and communication. Evaluación formativa de la estrategia Territorios Amigos de la Niñez (Child Friendly Cities).
Overview Evaluación formativa de la estrategia Territorios Amigos de la Niñez, como adaptación de la estrategia global de ciudades amigas de la infancia, bajo los criterios de efectividad, pertinencia y sostenibilidad en los territorios priorizados. Este documento presenta los resultados de la evaluación formativa de la Estrategia Territorios Amigos de la Niñez (TAN), adaptada de la Iniciativa Ciudades Amigas de la Infancia (CFCI) de UNICEF. La evaluación cubre el periodo de implementación de la estrategia entre 2019 y 2023 en sus fases 1.0 y 2.0. El propósito principal de la evaluación es fortalecer la efectividad y pertinencia de TAN, proporcionando insumos clave para el diseño del nuevo programa de cooperación de UNICEF que comenzará en 2025. La evaluación tiene un enfoque formativo, orientado a la reflexión y el aprendizaje, con el fin de proveer elementos que ayuden a mejorar o reorientar la Estrategia TAN, y se concentró, conforme con los Términos de Referencia (TdR) en tres criterios principales: • Pertinencia: Evalúa si los objetivos y el diseño de la estrategia responden a las necesidades y prioridades de los beneficiarios y socios, tanto a nivel local como global. • Eficacia: Analiza si la intervención ha logrado o puede lograr sus objetivos y resultados, considerando los impactos diferenciados entre distintos grupos. • Sostenibilidad: Examina si los beneficios de la intervención continuarán o es probable que continúen a largo plazo. El propósito central de la evaluación es proporcionar información que permita ajustar y mejorar la Estrategia TAN, así como generar aprendizajes para futuras versiones. Además, busca aportar recomendaciones concretas para el nuevo ciclo programático de UNICEF en Colombia. Final Evaluation of the Project "Colombia PUEDE"
Overview ITC Colombia PUEDE aimed to contribute to improving the incomes of small farmers and their families in conflict-affected areas in Nariño, Colombia. Implemented by ITC, the project was aimed at strengthening the productivity, quality and competitiveness of three agricultural value chains: Tahiti Acid Lime, Cocoa and Coconut, through training activities, technical assistance, strengthening producer organizations and associativity, investments in infrastructure and donations, mainly. Apart from the three chains, the scope of the project included a population of 2,000 farmers and their families and 20 associations in the municipalities of Leiva, El Rosario, Policarpa and Tumaco. For this purpose, it had an approximate budget of USD $ 3,855,290 and an execution period of 45 months between 2018 and 2022. Enabling policy frameworks for enterprise sustainability and SDG reporting in Africa and Latin America (United Nations Development Account project 1819H)
Overview Company reporting can potentially be a primary source of information for the SDG monitoring framework by providing stakeholders with the means to assess the economic, environmental, and social impact of the private sector. From the companies’ point of view, measuring and disclosing their impact on the SDGs can help them to better engage stakeholders, enhance sustainable decision-making processes and strengthen their accountability. Yet, many countries lack the institutional and technical capacity to adapt their corporate reporting environments to the requirements of the 2030 Agenda. In addition, governments struggle to effectively assess the private sector’s contribution towards attaining the SDGs. To unlock the full potential of company reporting as part of the 2030 Agenda, further efforts are needed towards harmonization, comparability, and consistency of financial reporting and sustainability reporting. In response to this, the “Enabling policy frameworks for enterprise sustainability and SDG reporting in Africa and Latin America” project aimed at strengthening the capacities of governments to measure and monitor the private sector’s contribution to the 2030 Agenda. This project is an initiative based on the development and implementation of a strategic tool consistent with the SDG monitoring mechanism. This tool is meant to enable countries to coordinate efforts among different authorities (e.g., ministries, departments and/or institutions), and design and enforce policies linked to high-quality private sector reporting frameworks.
