Policy, intervention, and management in addressing stunting in children: A systematic review.
Stunting is a chronic malnutrition problem caused by a lack of nutrients over a long period. This leads to problems later in life, resulting in difficulty in achieving optimal physical and cognitive development. This study analyzes policies, interventions, and addresses of child stunting in Asian, African, and American countries through a systematic review. The design used is a systematic review, articles are collected using electronic databases such as ScienceDirect, SpringerLink, ProQuest, PubMed, and SAGE from 2019-2023 using the keywords policy, management, and stunting. As the results of the literature review to reduce stunting rates, stunting policies and programs focus on food security, decentralization of the health system, availability of health services and access to health services, maternal education, access to water, hygiene, sanitation, maternal nutrition, and poverty alleviation- appropriate policy implementation results of holistic and comprehensive policy formulation. Stunting prevention requires cross-program and cross-sector collaboration and is carried out comprehensively.

Formative Evaluation of the National Stunting Reduction Movement in Indonesia (2018-2024)
Overview The purpose of the evaluation is twofold: firstly, to contribute to improving the performance and results of the national stunting reduction programme; and secondly, to generate evidence and learning to guide effective action towards the sustainable reduction of stunting in the coming years. Evaluability Assessment of the UNICEF Indonesia Country Programme (2021 to 2025) (EA)
Overview The main purpose of this evaluability assessment (EA) is to determine whether the causal pathways toward results for children stipulated in the Country Programme Document (CPD) and programme strategy notes are logical and to review the adequacy of the mechanisms to track performance, assess evidence generation systems being contemplated to demonstrate results for children at different levels. The EA will assess how the programme theory has been operationally translated in practice given the availability of relevant data and the capacity of M&E systems to provide it. The four objectives of the EA are to assess: 1. Overall robustness of the design and results framework of the new country programme to determine whether the results chain and objectives are clearly articulated and whether relevant, reliable and valid indicators, measures, tools and mechanisms are in place. 2. The adequacy of the M&E systems established to measure progress and achievement of planned results for the above mentioned programme components and the extent to which equity, gender and humanitarian action have been integrated in various data generation systems. 3. Conduciveness of the institutional context and availability of human resources and financial resources to monitor and evaluate the expected results in the country programme. Also, an assessment of the sufficiency of planned results and associated resources to implement the overall Country Programme outcomes is necessary. 4. Provide recommendations to further improve the design, data collection tools and systems to better implement, monitor and eventually evaluate the planned results of the country programme (CP). This would include suggestions on the preparation of the systems and tools to conduct the country programme evaluation (CPE), as well as evaluations in the costed evaluation plan (CEP) and other planned evaluations by the programme teams. Indonesia Country Strategy and Programme Evaluation
Overview This was the third country strategy and programme evaluation (CSPE) to be conducted in the Republic of Indonesia. The report covered the period 2013-2021. The evaluation found that IFAD and the Government of Indonesia have forged a closer, respected and trusted relationship. IFAD has embraced relevant challenges, including support for the Government’s decentralization agenda and politically sensitive issues including peatland protection and haze reduction. IFAD has also built valuable partnerships with actors such as the United Nations Rome-based agencies and the private sector. The farmers themselves report benefiting from farmer field schools and working with village facilitators leading to increased knowledge and capacity, the adoption of innovative techniques and ultimately higher yields. However, the report found that the country programme’s targeting has become more scattered over time, resulting in a shift away from the poorest areas. The programme dedicated limited time and resources to developing useful monitoring and evaluation systems, and knowledge management strategies. Complex project designs, pressure to disburse too quickly and project management issues have hampered the implementation of projects. Among the evaluation’s recommendations are to ensure that the new country strategy have a sharper geographic and thematic focus, projects be interlinked, and the country programme add value to and complement the work of other actors. A practical monitoring and evaluation system should be developed, and knowledge management prioritized. In addition, project designs should be less complex and project managements units strengthened. Final evaluation of the IOMC Toolbox for decision making in chemicals management – Phase III: From design to action project
Overview The IOMC Toolbox for decision making in chemicals management – Phase III: From design to action project aims to support the implementation of SAICM by enhancing the identification and implementation of guidance materials for chemicals management by developing countries and countries in transition using resources developed by IOMC partner organisations. It also continued to improve the functionalities and broadened the scope and application of the Toolbox as developed in the two previous phases. The project was implemented between December 2017 and October 2022. The purpose of the final evaluation is to assess the achievement of the project’s planned Phase III results with respect to the project’s relevance, coherence, effectiveness, efficiency, likelihood of impact and likelihood of sustainability. It also identifies lessons from project implementation to inform decision-making for Phase IV. The evaluation followed a participatory and mixed methods approach, including carrying out an after-action-review with participating organisations’ (POs) focal persons, in depth interviews, construction of case studies, an on-line survey, desk review of project documents and using an artificial intelligence chatbot (ChatGPT) as in input into the answers to some of the more general evaluation questions. The evaluation encountered four limitations, namely; i) the difficulty of providing comprehensive case studies, ii) gaps in institutional memory and other issues with the turnover and transitioning of project personnel, which made it challenging to gather information, iii) misalignment in timing between Phase III evaluation and Phase IV development, and iv) unavailability of final narrative and financial report at the time of the evaluation. Leapfrogging skills development in e-Commerce in South-East Asia in the Framework of the 2030 Development Agenda (United Nations Development Account project 1819N)
Overview Information and communications technologies (ICTs) are recognized as a key enabler for ASEAN’s social and economic integration. Moreover, e-commerce has significant potential for Micro, Small and Medium Sized Enterprises (MSMEs), and therefore e-commerce advancement is critical for ASEAN to realize its vision of a regionally integrated economy. The ASEAN ICT Masterplan 2020 and AEC Blueprint 2025 have established a way forward to develop a digitally enabled regional economy and further e-commerce. Despite the significant potential of e-commerce, there persist a series of challenges, leading to concerns that the digital revolution and development of e commerce may leave out developing economies. For example, in 2015, with the exception of China, no developing or transition economy was among the top ten e-commerce markets. However, in most recent years, developing countries have been catching up. For example, the Southeast Asian digital economy will make more than USD 240 billion by 2025, of which an estimated USD 100 billion will be generated from e-commerce. Despite these positive trends, there are key challenges faced in promoting e-commerce in the ASEAN region, including: i. Cybersecurity challenges, ii. Limited trust in online transactions, and iii. Limited authentication methods to counter fraudulent activities in electronic transfers. Accordingly, the project 'Leapfrogging Skills Development in E-Commerce in South-East Asia in the Framework of the 2030 Development Agenda' was designed to address the above-mentioned challenges associated with e-commerce development in ASEAN region, with special emphasis on Indonesia, Philippines, and Singapore. Although these countries have made progress in adoption of e-commerce laws and in establishing a national e-commerce ecosystem, they continue to face hurdles and are looking at ways to strengthen the security of e-commerce users and the entrepreneurs’ capabilities to engage in e-commerce. Village Development Programme
Overview The Independent Office of Evaluation of IFAD (IOE) carried out a performance evaluation of the Village Development Programme (VDP) in Indonesia. VDP was a redesigned version of the National Programme for Community Empowerment - Agriculture (known by its Indonesian acronym PNPM). Thus, the evaluation covered the period of 2009 to 2019, the period over which VDP and PNPM-Agriculture together were operational in Papua and West Papua provinces. VDP engaged with the Indonesian Government’s flagship community-driven development programme. The VDP thus worked closely with policymakers and development partners and dovetailed public structures, enabling IFAD to help scale up interventions. However, the disruptions brought about by policy changes, meant that IFAD had little control over the quality of programme implementation. In addition, the lack of robust facilitation led to certain target groups not being included in the VDP’s community-based activities. For the future, the evaluation’s recommendations include investing in bolstering facilitation skills and services to enhance intervention sustainability. In addition, IFAD should adopt a longer-term orientation for its community-driven initiatives in the region, beyond individual project cycles, and promote improved participation of target groups. Final Evaluation of the UN Joint Programme on Adaptive Social Protection in Indonesia
Overview UN Joint SDG Fund for ASP commissioned the Final Evaluation for the program is an effort to promote accountability and enhance learning and documentation. Purpose The evaluation will assess overall contribution of UN Joint SDG Fund for ASP in laying the foundation of ASP in the country particularly in the context of policy development both at national and sub-national level, regulatory frameworks, coordination, capacity strengthening, expansion of risk information and system, social registry and learning & knowledge exchange. The initial evaluation will provide programme staff of the Participating UN Organizations (PUNOs) and partners with evidence on the extent to which results can be demonstrated based on programme documentation. The evaluation will provide assurance to stakeholders that the programme is robust, that objectives are adequately defined, that causal linkages are clarified, that its indicators are validated and that systems are in place to measure and verify results.
